National Contest for Access and Admission to Higher Education
If you come from an EU country and intend to apply for one of our ‘Licenciatura’ Degrees (1st cycle) – Bsc or Integrated Master Degrees (1st and 2nd cycles), you must do it through the National Contest for Access and Admission to Higher Education, which rules access and entrance in public universities in Portugal.
Special Regimes for Access and Admission to Higher Education
In addition to National Contest for Access and Admission to Higher Education, designed for students having completed secondary education in Portugal, there are a few other quotas and special rules that apply to incoming students from abroad.
The Special Regimes of Access and Admission in Higher Education concerns students detaining both the qualifications and a particular personal condition.
Special Admission Contest for International Students
Non-Portuguese students or from a non-EU country that intend to run for a ‘Licenciatura’ Degrees (1st cycle) – Bsc or Integrated Master Degrees (1st and 2nd cycles)must apply for the Special Admission Contest for International Students, its procedures and particular conditions established and regulated trough the International Student Statute.

– Students holding a secondary education diploma or equivalent in their country of origin.
If you have two or more nationalities and one of them is from the EU, including Portuguese, you can not apply for the Special Admission Contest for International Students.
Who can apply for the ‘Licenciatura’ Degrees (1st cycle) – Bsc or Integrated Master Degrees (1st and 2nd cycles) Programmes at ULisboa?
– Holders of a Portuguese secondary education diploma or degree.
– Holders of an equivalent secondary education or Portuguese diploma or degree
– Holders of a qualification which, in the country where it was obtained, enables them to access higher education in that country.
– International students already enrolled in higher education in Portugal or elsewhere, through transferring or changing studies (pair institution/programme change).
Enrolling in a ‘Licenciatura’ Degrees (1st cycle) – Bsc or Integrated Master Degrees (1st and 2nd cycles) Program through the Special Admission Contest for International Students implies fulfilling all of the following requirements:
– Academic qualifications in the areas of knowledge required for the cycle of studies they are applying to
– A Portuguese language knowledge level is required to attend that programme. For subjects fully taught in English, English proficiency must be checked, concerning the language level required for each specific programme. Have a look at the school site you want to enrol for further information
– Meeting the Prerequisites for each cycle of studies.
Knowledge of the Portuguese language (B2 level, according to the Common European Framework of Reference for Languages) is required for attending any of the Licenciatura’ Degrees (1st cycle) – Bsc or Integrated Master Degrees (1st and 2nd cycles) at ULisboa.
International applicants holding the intermediate level of knowledge of Portuguese (level B1, according to the Reference Common European Framework for Languages) can apply for this special access programme, provided that they commit to a one year course of Portuguese Language and Culture
International candidates must hold a DEPLE (Diploma of Portuguese Elementary Foreign Language) or a B1 certificate issued by an ULisboa’s School; otherwise they must submit themselves to a Portuguese Language and Culture promoted by ULisboa.
International students who have not attended secondary school in Portuguese language and do not provide enough evidence of having a DIPLE (Diploma Portuguese Intermediate Foreign Language, Level B2), or a B2 certificate issued by an ULisboa’s School must undertake themselves to attend an annual course of Portuguese language and culture, during the 1st year of the cycle of studies on which they have enrolled.
While the B2 level is not accomplished, a re-enrollment procedure must be carried out until proficiency at this level is assured.

The international student´s tuition fee may be reduced to the same value as paid by Portuguese Students.

If a course does not fulfills all its vacancies during the usual applications deadline (end of the second phase), the application’s calendar remains open until a final deadline, by the 20th October 2017.
Every selection and registration procedures must be completed by 31st. October 2017.
Applications must be submitted in the Department of Academic Services of the School where you intend to study.

Internationalization in the ULisboa involving the whole academic community, through full cooperation with its international partners, is a main goal at ULisboa, in all of the teaching and research areas.
A large number of in-coming international students, from several countries, carry out every year mobility programs, for studying or research.
Available for students who attend Ulisboa, there are a number of international mobility programs international students, from Europe and worldwide, can apply to, such as Erasmus + program and those on the basis of a number of mutual cooperation agreements with higher education institutions, worldwide.
Students who attend foreign higher education institutions and wishing to apply for Ulisboa, for one semester or a full academic year, thus taking advantage of an unique international experience, should contact the International Relations Office at their home school, checking if there is any kind of partnership with Ulisboa or some other available mobility program and how they can apply for a mobility experience at ULisboa.
The 18 schools of ULisboa provide Diploma Programmes, post-graduate, specialization and free courses, also available to international students.
In ULisboa 25% of master degrees and 35% of doctoral degrees are taught wholly and partly in English and many other courses may also be taught in English as long as there are international students enrolled.
