Fernanda Nogueira is a professor of Management, affiliated with Social Sciences in the field of Public Administration at the Higher Institute of Social and Political Sciences of the University of Lisbon. She holds a PhD in Management and a Master's degree in Development Support Tools and Techniques from the University of Trás-os -Montes e Alto Douro, an associate researcher at the Military Academy's Centre for Development and Innovation in her line of research in Operational Medicine since 2011, and a full researcher at the Centre for Administration and Public Policy at ISCSP, University of Lisbon, since 2012.
Chair of the Board of Directors of the Institute for Financial Management of Education, I.P., from July 2024 to November 2025 and Member of the Board of Directors of the same Institute from August 2020 to April 2022.
Professor at ISCSP-ULisboa in the areas of Management and Administration and Public Policy since 2011, coordinator of more than a dozen courses in the scientific area of Public Policy, Public Administration, Management and Health Management since 2005, and coordinator of the Health Gov research line.
Director of the Department of Economics, Sociology and Management, Vice-President of the Pedagogical Council of the School of Human and Social Sciences at UTAD, from 2009 to 2011.
Member of several international scientific societies, scientific committees of journals and international conferences. She has led national and international research projects. Author of several scientific articles, book chapters and books, and recipient of several awards for scientific merit.
